[jdom-interest] Can you ignore DTD statement when building an Xml Doc?

Is it possible to ignore a DTD statement when building an Xml Document from
a file?  I have tried turning validation off, but if the DTD statement is
there I will get an error if the appropriate DTD file can't be found.   I
need to be able to do this because I can't guarantee that the client will
always have a network access to the DTD file.
