[jdom-interest] Relative URI namespaces

  Dan Connolly announced a decision of the XML Plenary "to deprecate
  the use of relative URI references in namespace declarations."

In light of this I propose we follow the Plenary's lead and add no
support for relative URI namespaces in JDOM.  (I'll assume happy
consensus unless I hear otherwise!)
