Is my interpretation with respect to the following three cases
correct?

(1) A web site that uses JDOM is requested, but not required, to give
acknowledgement to the JDOM project.

(2) An application distributed to users that uses but does not include 
JDOM classes (i.e., requires users to download from jdom.org) is 
requested, but not required, to give acknowledgement to the project.

(3) An application distributed to users that includes JDOM classes
(either in jdom.jar or merged into another jar file) _must_ include 
the copyright notice, the list of conditions, and the disclaimer in 
its distribution and is requested, but not required, to give the 
acknowledgement.
