Log Message:
A suite of tests for the Verifier class.  This version has stubs for 
all the methods but not all are implemented.  At this point, I wanted
to get a safe backup somewhere else.  The methods for testing
individual characters is pretty complete but relies on an outside resource, so
these tests will not run until I formalize where that resource will reside (xmlchars.xml)
In my earlier proposal, I suggested we use a resource bundle (org.jdom.test.Test.properties)
to point to a directory where test files will be located and I will implement that unless 
I hear otherwise.  By default, this directory will be off the test suite root.  This will be 
increasingly important as we go forward with compliance testing I think.
