Log Message:
Improved the logic by which ProcessingInstruction parses attribute-style 
values.  The old logic was confused by whitespace, nested quotes, etc.

Thanks to Steven Gould for submitting the code and thanks to Matt MacKenzie 
for his efforts and for creating a test program to make sure the parsing 
works properly.

Here's the original TODO entry we're crossing off:

Fix PI.parseData() to parse the following correctly:
  <?pi href="http://hi/a=b"?>
  <?pi href = 'http://hi/a=b' ?>
